World oil prices paused on Wednesday, after economic growth concerns sent New York crude tumbling by the largest drop for 17 years. New York's main oil contract, light sweet crude for August delivery, firmed seven cents to $138.81 a barrel. The contract sank 6.44 dollars to close at $138.74 on Tuesday at the New York Mercantile Exchange. It was the sharpest single-session decline since January 1991, according to the French News Agency.
Tuesday's heavy falls coincided with U.S. Federal Reserve chairman Ben Bernanke's semiannual forecast to Congress, in which he said there was a "high degree of uncertainty" about the U.S. economic outlook.

The Hill reports that Sen. George Voinovich (R-Ohio) had an initial one-word response — "ridiculous" — to Gore's speech at Washington's Constitution Hall. Voinovich reportedly elaborated that ruling out carbon-based fuels such as coal would be unreasonable because of the country's vast energy and economic needs. Instead, he said the country should take a multi-pronged approach that includes but doesn't rely solely on nuclear, wind and solar power.

Congress put in place a separate ban in the 1980s.
``Today I've taken every step within my power to allow offshore exploration of the OCS,'' Bush said in a statement at the White House. ``This means the only thing standing between the American people and these vast oil resources is action by the U.S. Congress.''
Pressure to permit drilling off the Pacific and Atlantic Ocean coastlines and in the Eastern Gulf of Mexico has been building as oil and gasoline prices have surged to records.

Democrat Representative Nancy Pelosi is not budging from her long-standing opposition to offshore oil drilling, despite soaring oil prices and pressure from the White House.
"The president of the United States, with gas at $4 a gallon because of his failed energy policies, is now trying to say that is because I couldn't drill offshore," Pelosi said in an interview. "That is not the cause, and I am not going to let him get away with it."
She is in a position to prevent a vote on expanded drilling from reaching the floor, and Senator Harry Reid of Nevada, the majority leader, is also intent on holding the line against calls to approve drilling in areas now off limits.

On the eve of the vote, the Interior Department issued a major new lease in Alaska's National Petroleum Reserve, known as NPR-A. The Democratic bill would require a more active Interior Department leasing program on the reserve, which is located to the west of the off-limits Arctic National Wildlife Reserve, the subject of a long-standing battle between the envrionmental lobby and the oil lobby.

The Arctic may hold 90 billion barrels of oil, more than all the known reserves of Nigeria, Kazakhstan and Mexico combined, and enough to supply U.S. demand for 12 years, according to a U.S. Geological Survey. One-third of the undiscovered oil is in Alaskan territory, the agency found.

Bloomberg news is reporting that crude oil futures fell below $125 a barrel for the first time in seven weeks after a U.S. government report showed that fuel stockpiles increased as consumption tumbled.
Futures are still up 66 percent from a year ago.
Demand has dropped for three straight weeks, according to the story, which is based on a U.S. Energy Department report.
Crude oil has tumbled 16 percent from a record $147.27 a barrel on July 11, as a stronger U.S. dollar has improved against the Euro and the Japanese yen. The dollar could rise even more if the Federal Reserve would boost interest rates to curb inflation, according to Bloomberg.com.

Back to page topOn July 25, Sens. Norm Coleman (R-MN) and Pete Domenici (R-NM) introduced an amendment to the Oil Speculation bill that would open up the Outer Continental Shelf (OCS) to oil and gas development. It also includes funding for plug-in hybrid battery research and development
Today there is an estimated 86 billion barrels of crude oil and 420 trillion cubic feet of natural gas that is undeveloped in the OCS. The Coleman-Domenici amendment would open up the Outer Continental Shelf (OCS) off of the Atlantic and Pacific coasts for oil and gas development. To strengthen our nation’s conversation, 12.5 percent of the OCS revenues would go to provide financial assistance to states through the Land and Water Conservation Fund. Currently 85 percent of lower-48 acreage is off-limits. It is estimated that producing just 1 million barrels per day from the OCS would increase domestic oil production by nearly 20 percent for nearly 40 years.

Back to page topA San Francisco newspaper reported Friday, Aug. 15, that House Speaker Nancy Pelosi (Democrat, Calif.) has firmly rejected the idea of a House vote solely on the issue of offshore oil drilling, calling it "a hoax on the American people" backed by oil companies.
Prior to that, Minnesota's 2nd District Congressman, John Kline (Republican), was in Washington on Aug. 11 and 12 with a message for Speaker Pelosi and Congressional Democrats.
“Throughout Minnesota’s 2nd district, I continue to hear concerns about the high cost of gas and the long-term security of our energy supply,” said Kline.
He has been supporting legislation that increases production of more American-made energy, improves energy efficiency, and encourages greater reliance on alternative and renewable energy technologies.

Back to page topIn the Democrats' weekly radio address, House Speaker Nancy Pelosi of California said expanding drilling areas would be part of a broader bill which addresses other energy issues when the U.S. Congress returns next month from its summer recess, according to Reuters. The legislation could give oil companies drilling access to more offshore areas.
Democratic presidential candidate Barack Obama has also changed his position and said he would be willing to consider new offshore drilling if it allowed comprehensive energy legislation to pass. Republican John McCain sees the public opinion polls, too, and has switched his position from 'green' to calling for opening most U.S. waters to drilling if the affected states agree.
